From 1 August 2007 all home owners in England and Wales will need to arrange for a HIP or Home Information Pack to be prepared before putting their homes up for sale.
The Government is introducing HIP - Home Information Packs to improve the process of buying and
selling your home.

Most residential homes will require a HIP - Home Information Pack after 1st August 2007. There are some exceptions for example, if the property's main use is for commercial purposes rather than domestic use or another example would be, when a dwelling is unfit for human habitation and permission has been obtained to knock the building down.
What's contained in a Home Information Pack?
A Home Information Pack contains:
- An Energy Performance Certificate which tells you how energy efficient the property is
- Other compulsory documents, such as an index of contents, a sale statement, searches and evidence of title
- Optional documents, such as the Home Condition Report
A HIP - Home Information Pack MUST contain:
- Details of the title to the property
- Local and water searches
- Details of leasehold information
- An energy certificate
A HIP - Home Information Pack may also contain:
- Other searches
- Commentary on legal title
- Replies to enquiries and fixtures and fittings lists
Your HIP - Home Information Pack Advisor or Estate Agent will advise of any further documents you may require.

Sellers.
Home Sellers: you will need to have a HIP - Home Information Pack put together before you put your home onto the market.
If the sale of your property stops and then starts again, you would normally be required to assemble a new Pack and to update those documents which are now out of date according to the requirements of the Home Information Packs.
Buyers.
Buyers: A HIP - Home Information Pack will offer you essential information about the property you wish to buy, for free.
It will bring together key information needed by buyers and sellers at the very start of the home-buying process, and ensure that important information about improving the energy efficiency of homes is made available every time a property is sold.
Compulsory Items.
The following are compulsory documents in the HIP - Home Information Pack. Compulsory documents are known as 'required' documents, as opposed to the optional 'authorised' documents.
- Energy Performance Certificate
- Sale statement
- Searches
- Evidence of title
- Leasehold and commonhold documents
